In today's Daily Noise, brought to you by Fuse and Billboard.com, Lady Gaga has prompted a Grammy rule change, after she was barred from winning Best New Artist last year because of a 2008 Best Dance Recording Nomination. Now, Best New Artist nominees will be eligible if they haven't released a full-length album nor won a previous Grammy.
